Groups now support file uploads

Groups have a new feature today - the ability for group administrators to upload files. The file upload area is intended for sharing tune transcriptions, abc files, Band in a Box files and TEF files. We've limited the uploads to these types - we've explicitly decided not to support uploaded mp3/audio files simply because we do not have the resources to police them for copyright compliance.
